In order for something to burn you need three things
Oxygen - which essentially "Feeds" the fire
Fuel - Such as wood, paper, wool etc
Heat/Immense Friction/Spark - To start the burning process

Without either one of these things, burning or fire, cannot take place, or begin

Oxygen is a big must. No oxygen, even the most combustible materials won't burn.
