my windstar doesnt want to turn on , it only turns on the battery and it doesnt kick the engine . all the fuses are fine so me and my sister cant find the starter to see if it works or not.

Clean your cable connections. Follow the positive cable down to the starter and clean that end. Actually just clean all ends of both cables, you could be losing the ground also.

windstars are front wheel drive, so the starter is always connected to the motor, at the bellhousing of the transmission,, usually it needs to be accessed from under the car, either in front of the motor toward the front of the vehicle, or behind the motor, once underneath the vehicle it should be very easy to see

follow the positive wire from the battery, thats where it goes to. usually at the back side of the engine block on the passenger side

Its at the same place where u shut down the engine.Bet ur both blondes...If u can't turn on a starter.how would u turn on a man?
