Yeah, one of a couple different types.
If it came with a .CUE then its possible to open with just about any modern burning program. Nero, DiscJuggler, etc.
Other than that, it could be a *NIX binary file..(of course it wouldnt have to have a file extension in the first place..) which... if you dont know how to open or use thru windows.. I'm totally sure you're not asking about THAT. :)
Okay, what was the desired type of file? If its only a few hundred KB then its probably nothing at all. (Like all the virii on P2P networks that are 104 KB in size but with a billion diff. filenames/extensions) Once again, this is sort of within your own context. If you downloaded a game or application in image format for burning, once again.. thats a BIN/CUE and you need to load up the CUE file if you can, but most modern app's only need the BIN. or you could just use daemon tools and load it as a virtual drive.. For future reference, unless its named something fairly illegal.. include the filename and what you intended to do with it!

A *bin file usually it's a binary package for Linux distributions! To open this package, juts open a terminal, go to the directory where th epackage is located and type sh [name_of_package].bin [param]. The [param] indicate the parameters for running the package...

In Unix/Linux a *.bin file is like an *.exe in Windows.
