There is a rule that when a penalty kick is taken every player must be at least 10 yards away from the ball. The semi-circle is just for measuring that distance

The bigger box is the penalty box. If a player is fouled in there its a penalty. It's also the boundries that the keeper is allowed to use his hands. The Centre circle is for the kick off. THe opposing team arent allowed in the centre circle until the ball has been kicked off. Edit: Oops! Sorry, I misread the question! I missed the 'chopping the pitch into thirds' so you're talking about american football, not real football!?!!=P But whys it in the 'soccer' bit?!! Argh confusion!! if you're talking about 'soccer' theres your answer!! But there arent lines chopping hte pitch into thirds in football. You may have seen them on some pitches that double as a rugby pitch and a football pitch like old trafford does (i think)

It is a line that is 10 Yards from the penalty spot. This is the minimum distance that everybody should be when the penalty is taken
