Generally no, they're too practical.
But let me qualify that in a relationship, it takes 2 to clap. You cannot expect the men to make all the moves. Ladies must also take the initiative to start the ball rolling.
I married a Singaporean man. He still compliments me on my looks and makes me feel sexy even though I've put on weight after pregnancies. He cooks and looks after the children when i need a break. Most importantly, despite a busy schedule he takes time to spend time with me alone. Of course as a dutiful Asian wife, i cook his favourite dishes. I also cut his hair, trim his nails and exercise with him. I think simple things like that can be romantic.

depends on the man and his upbringng and education. Some have more open families while others are too traditional and "the birds & the bees" talk was never a topic for discussion. I've know a few romantics, a few horn dogs and a few that don't really have a clue... just like any other country.

I don't know about the loving ability of Singapore men, but I think Singapore is very romantic. Last year that is where my fiancee asked me to marry him!
