We have good luck with a product named "EXTEND". It chemicaly converts rust and allows you to paint over it. Wire brush the metal first and paint the "EXTEND" on and let it dry. It will dry to a black paintable surface.

I recently had windows put in-- had the iron burglar bars removed, taken to a specialist, sand blasted, powder coated (painted) and replaced-- 9 sets with take down and put up-- $300. I thought that was good. (probably 'cause I didn't have to do the work)!.
Plan on doing the same for two gates and some railing this year.

rather than having them dip to remove old paint, try finding a metal fabricating shop that will shot blast them. Some auto body shops have this equipment also. having them shot blast is the best. check the phone book in your area for this type of service. good luck!!

normally when i need this done on a job i get a mobile sandblasting firm to clean them in the yellow pages
