Go to your email options/settings: point to the following servers

* IMAP: imap.next.mail.yahoo.com (incoming)
* SMTP: smtp.next.mail.yahoo.com (outgoing)
* You will need to enter your Yahoo! ID and password to sign into Yahoo!

I've just done this with help from the Microsoft web site and a couple using web search its pretty straight forward, although my mail still goes to yahoo and then I can trasfer it to outlook, I can use outlook to send mail.

For this first you must register your yahoo ID in Yahoo Delivers community. After then If Yahoo provide you pop access free in your area then you will setup your Yahoo email in Outlook express. Bcoz I know that my yahoo ID domain name "@yahoo.co.in" is provide Free pop access but domain name "yahoo@com" does not provide free pop mail access in Outlook Express. For this you must pay 19.99$/year for POP access service mostly in US.

For kind of information I'll tell you OE setup:

POP3: pop.mail.yahoo.com
SMTP: smtp.mail.yahoo.com

required smtp authorization is selected.

For free email, you'll need to use Ypops:

Just follow the setup wizard and you should be good to go!

You cant
Outlook doesnt recognize web based email platforms.
