The relationship between countries is based on their proximity to each other and the borders that they share. For example, some people would argue that the history of the United States' relationship with other countries was greatly affected by the fact that the U.S. is separated from nearly all other countries by two large oceans. Think along those lines ... communication, ability to physically come in contact with others, etc.
