Citizen Kane, and not just because "everybody says so".

CK was the first "modern" movie with deep plotlines, flashbacks as a tool of storytelling, point of view, and most importantly, it was the first film not to have William Shatner-style overacting. It made "method acting" popular (character driven movies, not "star vehicles").

The story is brilliant, the plot is deep, and its emotionally draining to watch.

I never agree with those awful movie polls that place the God father Citizen Kane and Casablanca as the top.

In my opinion, it is a film called "In the mood for love" directed by wong kar wai, it has the most perfect and delicately crafted romance i have ever seen, and the director never lets them give in to their emotions as they are bound by 1960's chinese etiquette, it has perfect unrequitted romance and sexual tension throughout.
Simply perfect.

In my opinion the best movie ever would have to be Gone with the wind.
I love it and it is a great movie.
