I live in a flat and is there anything I can do other than brushing a layer of paint over?

Somehow , you can't do much in Singapore... and no, there's no flat manager here.

If they are small cracks sand them and around them. Put some plaster over the cracks. When dry lightly sand the area and feather it out to blend until its smooth. Wipe off dust and repaint with matching paint

Chances are you have real Plaster walls, Plaster expands and contracts- you can fill the cracks but it will look worse than the cracks , unless you repaint, talk it over with the Landlord-

this is probably where the dry wall seams meet...you can have the maintenance repair this with new tape and mud

call the manager and have them fix it, if they refuse to fix it i would still leave it alone, they may try to say you did damge to the wall when you tryed to fix it yourself
