I can't imagine that any state legislature would create that type of law, but then again, their are some pretty strange laws out there. I would guess that the answer is no.

Usually, fast food restaraunts charge for a cup of water, to cover the cost of the paper cup they are giving you. However, keep in mind there are dishonest people out there who will ask for water to get the cup and serve themselves a "free" fountain drink. As for full service restaraunts, it is up to the management of the establishment.

no it's not required or even for that matter honored when you ask for a cup of city tap. I went to a particular mcdonalds in my neighborhood- i askd for a cup- they said we do not give out cups of water, so i then asked just for some ice- i was told i had to pay the full price of a drink cause they had to count for the cup- then they offered me a bottle of water to purchase. unreal
i wish it was required for them to give customers atleast water when they order no other type of drink. it's the least some can do to keep folks coming back eating their sodium high foods

No their not required. Due to years ago of the scare of the water shortage many restaurants only served water when asked.
