I am from India. My son has an extra ordinary record of academic and extra curricular achievements. He has got a much sought after Singapore Government scholarship to do his A level from Singapore and will be graduating later this year.

All universities in Canada offer some sort of financial aid for foreign students. However, each university has its own guidelines (e.g. some universities require an A and some require A-, and so on). I'm not quite sure which "arts" you mean. But go on to this web site and search for a program that interests you or a university that interests you: http://www.canlearn.ca/en/student/plan/select/index.shtml (click on Program Search and look for arts). Once you found some universities that you're interested in, go on to their web sites and you can usually order free information packages that tell you in detail about their programs, registration and financial aid that is available. If you have more questions, then look for a phone number of an Awards Office or a Financial Aid office at that university. I hope this helps! Good luck to your son.

These two websites will provide you with just about any information you might need. A certain number of seats are usually reserved for foreign students but the tuition fee is much higher than for Canadian students. I do know that The University of Victoria on Vancouver Island has a high concentration of foreign students and has an excellent reputation for academic achievement.
