One thing I did when that happened to my daughter is I reported it to the FBI. The lady came to our house and picked up the daughter's CPU and borrowed it and came back and gave it back a couple of days later. It turned out that these people were using a program called back oriface which was being used to hack into a whole lot of parts of the computer which were not on the internet.
She caught the two kids who were doing that and they got into trouble. Why they got into trouble was because they weren't just doing following her, but a lot of other people as well. They were Japanese kids and they hacked into a whole lot of websites and into a lot of other people's computers.
So, you could just be doing everyone a favor to report it.

The Internet is not owned or controlled by anyone, so there's no central authority for you to complain to.
You can do one of two things:
1) How are you identifying yourself such that these people find you? Is it by email address? If so, get a different email address ... there are plenty of services, such as Yahoo, that provide free email. But you already should be avoiding posting your email address on the Internet anyway, as otherwise you'll be getting a lot of spam.
2) If you really think that the people are being abusive, you could *try* reporting them to their Internet service provider, though it's unlikely anything will come of it. Anyway, if you want to try it, take their domain name (comes after the "@" in their email address), tack on "www." before it, go to that website, and use the "Help" or "Contact Us" or whatever link to contact the domain administrators and report the person/people's email addresses.

You can't ban them from the internet, but some sites, especally ones with chats, will have an ignore function. Or there are report abuse links in which they than would ban the IP from entering the URL stoping them from coming

ok first get there ip address and then report them to microsoft .com if that dont wrk then u could just have your ip address changed by a computer tech if u have a dell they can do this for u also have your email account changed if that dont wrk just buy a new computer cause each onehas its own ip addy

do you have a spyware program they must have downloaded spyware in order to follow you if you have a spyware program remove all the spyware also if they bother you in emails send them to your spam fillter that will block you from them and at last you my want to talk to postal inspectors they take care of email stuff !!

maybe change all your details and start again, then be carefull who you talk to and the sites you log in to, if they have you home address then the police should be involved

there must be something on your computer they are tracking you with. clear your computer out. all programs. delete. they should be gone after that.
