No. Everyone is still allowed to edit. The only recent change in policy is that unregistered users can't create new pages after the recent Seigenthaler incident where a false biography of John Seigenthaler Sr was created and suggested that he was involved in the assassination of Robert Kennedy. Although you may have been blocked from editing if you had vandalized Wikipedia. The administrators at Wikipedia can identify most IP addresses and will block a user if they are acting maliciously. (I apologize if it seems that I'm accusing you of vandalism)

i just tried editing an article today and i wasn't allowed... maybe they did change their policies!
