There is no such thing as HTML pictures. Pictures can be of formats like jpeg or gif. So you can use Yahoo to send pictures, as well as other email providers, but none of the will let you send HTML pictures, because theire is no such thing. However, all of them (including Yahoo) will let you send pictures in the above-mentioned formats.

With Yahoo! PhotoMail, you can insert thumbnail images of your photos directly into the body of the email message, move them around, and mix them with the text of your message. The thumbnails you send in a PhotoMail message are linked to larger, high-resolution versions stored in Yahoo! Photos.
