2 is the starting number. MTNL numbers start with 2 in mumbai and in delhi. Phone number are 8 dight with first number starts with 2 then followed by area number then by actual number. for ex : 21234567. 2 is first 123 is local area number 4567 is actual number.

I am from Banaglore, I think it is 2, the area code for STD is 022, and the country code is 91. So you dial 91-22-and the number if you are calling from abroad.
