If you somply cut one of your fingers then you still have 8 fingers and 2 thumbs. If you cut one of your fingers off, then you have 7 fingers and 2 thumbs.

Though your grammar is horrible in this sentence - you will have all 'finger' for you only cut one 'finger'. - and who knows how many 'finger' you have.. you may have been born with less than 8 'finger' or more than the norm of 'finger' - but if you cut one 'finger' then you will continue to have the same number of 'finger' with that you started with before the cutting of that 'finger'.
ps. Toes are toes, not fingers; thumbs are thumbs, not fingers

first of all i must tell you that you have a very sweet have. "emma" what a lovely name. My gf"s name is also emma. Anyway, if u cut 1 of ur finger, u will still have 10 fingers with u. But the difference will be that 9 of them will still b on ur hand, and the other one will be wriggling on the floor, covered with blood. LOL

i tell you:
hands fingers 10
foot fingers 10
sum = 20
So, 20 -1 = 19 fingers
OR
ONLY one finger that you cut it :)
