first you see how many numbers there are after the decimal the you put that number (with the decimal) over a number starting with 1 and with the amount of zeros you counted so .675 = 675/1000 3 zeros just like three digits for 1.675 you leave the 1 to the left so its 1 675/1000 .45 = 45/100 two zeros two digits

i don't know what you mean by ellipsis in mathematics. i think you are saying about (...). so if you are saying the symbol like (...), for example,

N={x|x=1,2,3, ... ,n-1,n, ...}

it represent the infinite amout of natural numbers. the reason why we use this symbol is that we canot write down all natural number to define N. and there is another case of the use of this symbol

{Xn}=1,2,4,8,16,...,2^n,...

in this case, (...) represent all the numbers which can be expressed in the form of 2^n (n=1,2,3,...)

just try to understand what (...) represents in various applications
