Its the way you look at a page of information. Scan down the page do not look back at words you have just read, do not think to much of what you are reading, do not read in your head. This is a start practice will make it quicker.

you scan the page for important parts, don't actually read the whole thing. You pick out words that seem important. But.... maybe you are not talking about that kind of speed reading. The reading I think you are talking about simply comes from having a large word knowledge. The person also probably read a lot when very young and all through their entire education. In order to be a strong reader, a person must have the background, for instance, I am a very fast reader, but I suck at Math, cause I did not really get it as a child, or maybe I was not very interested, always had my nose in a book. I am getting better at Math though cause I took the math dummy course in college, I have to take two courses before I get to a required one, but with English, I could have tested out. Like I said, it just depends on how much you learned in school.

I sometimes read very quickly.. but i don't read every single word on every single page.. probably about half of them. I form a connection in my mind and connect the dots of the words I have read.. it helps a lot to have a basic understanding of the material before hand.
As for math skills? It is a matter of understanding the fundamentals and memorization of common elements of the numbers themselves.. everybody can do things like 40x40 in their head.. 1600
And, 42x42 isn't much different if you break it down to 40x40 + 40x4 + 2x2 = 1764
For people that are good with numbers this comes naturally to them. It is all a matter of training the mind to see things differently and make connections.
Hopefully this can help you out?

first, they ask themselves the questions they want answered when they read the text. then, they will look out for these answers as they skim through.
also, they tend to read the words in groups, and the eyes constantly jump from one group to another quickly. usually, normal people read every word in the text.
also, using the finger is said to help u focus on which area of the text u r looking at.
this method never really worked for me. i cant skim words and ignore the details.
