Two things: If he's doing something against published policy, report it. That's pretty simple. But - watch your motivations. Confucius say: "When setting out on revenge, first dig two graves." There's reporting a verifiable violation. And then there's poisoning your own soul with self-righteousness. You can do one without choosing the other.
