The answer is that we don't. In a world already torn by war, hunger, disease, pollution and countless types of suffering why should any individual or nation consciously seek to further destroy this same sad world by producing weapons of mass destruction. Think about it, more people are threatened by the reality of poverty, dieses, pollution, lawlessness etc than from any threat of being destroyed by an enemy nuclear weapon. Irrespective of all the threats against the world and humanity we don't have a program for the mass survival of humanity instead we are actively developing weapons of mass destruction. if 10% of the resources put into destroying or so called defending the world through nuclear weapons were put into preserving it, people the world over would be safer and live higher qualities of life. Nuclear weapons stem from the wickedness and ego of man, it is a sorry excuse for an assertion of superiority. The world needs to be defended by love and not by destruction. Think about it.

Because there are, um, worse things.
Nobody seems to get this one.
It is a doomsday weapon. Yeah, we used two at the end of WW II, but they were infantile devices. A country can survive nuclear bombing, it is not going to survive Hydrogen bombing.
Good ol' George is pushing nations to look for nuclear arms exactly because of what he has done. If I was on his "Axis of evil" list after Iraq, I know what the hell I would be doing now. Oh, wait, that is what they are doing isn't it?
OK, the worse part.
Biological Weapons. Those things can take out the damned planet.
You need the nuclear weapons because you need to retaliate against a biological attack. So some derned fool does not come up with a super virus in his basement, and use it to knock you out. That's why you need them today.
Oh, you also need them because of our idiot president.

see you later as nuclear guns exist, there'll continuously be a probability of nuclear conflict. If no longer nuclear conflict, it may well be a nuclear twist of destiny which includes a melt down at a nuclear power plant. there's a lot you may do to prepare your self in case you prefer to succeed in this. Many web pages on google in case you prefer to seem for them.

To keep from being obliterated by those that have them....ie, deterrence.....the basis of the M.A.D. doctrine. It's kept us free from a nuclear holocaust for the past 60 years.
But with rogue states, rogue leaders, martyrs, etc, the fallacy of the MAD doctrine is apparent. Once again, we are staring into the abyss of global suicide.

to deter the enemies.
The cold war was past without blood because of the nuclear weapons.
You see? They are not for using.
They are for threatening of using.
