Check out this link for authors of the fairly recent book "Mammals of the Philippines":

Balete, Dolar, Alcala, Dans, Conzales, Lepiten, Ong, and Tabaranza all look to be residing in the Philippines.

You can also check on CI's work in the Philippines. They almost always include local biologists. A recent RAP (Rapid Assessment Program) survey to the Philippines can be found here:

Check the author lists. If you need more, you might perhaps do a search for primary literature that contains authors that you found from these sites. Some of their coauthors will no doubt be Filipino as well.
