From the web: This was the amongst first generation of PC animation files. FLC files support 256 hi-colour displays. (Not to be confused with windows 256 colour palette!) The colours are NOT indexed, thus there are no palettes. The last frame can have a completely different set of colours from the first.

So, it is very old. Look in an archive system at a university and maybe you can find a player, but I doubt it will work in widows.

noone uses flc, not even windows internet explorer, it isn't good to even try
