It is the ratio by which the model is smaller than the thing in real life, eg. a model car with the ratio 1:48 is one 48th the size of the real car.

That is the ratio of the size of the model to the real full sized car ot plane. I.e. 1 inch on the model is equal to 48 inches on the real thing, or whatever the measurement units are. Am. standard, metric .

means it is 1/48 = 48 times smaller than scale(real size) so you would have to enlarge it 48 times to be same as a real one.
