The real answer is it depends on what you need to have done to your penis. You aren't specific about what you want done. Are you in need of a circumcision? Do you feel it's too small and want it to be longer? Is it "too curved", and you want to straighten it out? Is it long enough, but you feel like it's a bit thin? Do you have erectile problems and feel like the pump implant is your best option?
You need to be specific.
If you're talking about increasing the size, though, there's really very little the doctors can do. Since the erectile tissue of the penis starts fairly far back in the body and is anchored there by tendons, they can sever the tendons to move the tissue farther forward, making the external length longer. The downside to that, though, is that without those tendons anchoring your penis like they should, your erection has much less stability and you could be injured during sex much more easily.
If you're looking for more girth, they can inject fat underneath the skin of your penis around the shaft, which gives it more girth, but it also makes it feel less erect when you gain an erection, because the fat will never be rock hard, so any girth you gain over your normal erectile tissue will feel soft until you press down hard enough to find your normal erectile bodies.
If you're talking about having a curve straightened out, the option there is for the doctors to literally cut a strategic wedge out of your penis and sew it back together so that the erectile bodies are symmetrical once you achieve an erection after that. The downside to that specific operation is that your penis ends up being straight, but it will also end up being the length of the shortest side.
In the case of all of them, you're talking about a body part you can't simply stop using or immobilize, so you have to deal with recovery issues as far as that's concerned. You also have to deal with the fact that, like all surgeries, there will be some scarring involved... and while it can be minimal, it may also make that part of your penis overly sensitive for a while, it may make that area less sensitive to stimulation in the long run, it may not "scar properly" and leave it looking worse than it did before hand... and it should be noted the number one reason a male's penis isn't straight... scar tissue somewhere in it. So, if you were trying to correct a curve and it doesn't scar the way everyone was hoping, you end up having spent a lot of time and pain on nothing.
As for the cost, that's something you have to discuss with your doctor. It will be a very individual thing ultimately determined by their costs, their course of treatment, etc.
If you would like to know more and think a family physician isn't quite expert enough on the subject, you need to go see a urologist. They specialize in this particular subject, and can explain everything to you, to include whether or not you should even consider such an option.
