I need to use Task Manager on another user account, not the one I am on. I need to use it because for some reason explorer doesnt work when that account first starts. But I am not here for this part , only Task Manager.

I can't help u on that but if u can't get an answer here try the 1st link. They'll know. After you get your Task Manager coming up again, go to the bottom link & check out this free Task Manager called "Process Explorer" You'll never ever go back to the MS one ever again.

It does depend on how it's locked out. Most of the time it's locked down using Microsoft Policy Editor. Information on how to manage lockdowns with Poledit can be found here: http://www.amset.info/windows/policy.asp

You can also disable any Windows policies using a simple registry edit. Use the registry editor and navigate to the HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\System key. Find or create a key with the value of DisableGPO and set the DWORD value to 1.

The only way to do this is to log in as the administrator. To do that you would need their username and password. Sometimes you can choose these from the profile file (go to Control Panel and select User Groups) but usually not.
