It is a reference to "Of Mice and Men", the character Lenny in the book is mentally challenged and has trouble understanding how strong he is. Lenny, literally, pets things to death which is why the "toon" being petted in the gag always has that scared look!
Warner Bros. has used this bet in a few Loony Toons, not just with Bugs.

The Bugs Bunny short is called Abaminal Snow Rabbit i think cause it was on my favorite Looney Tunes movie of the 80's Daffy Duck's Quakbusters.

I believe it refers to a line in "Of Mice and Men" - a film from John Steinbeck's novel. Lennie (simple minded) wants to keep a dead mouse and his brother won't let him.
