Anyone can be a false prophet. As to can anyone be a prophet of God, only if He calls them and gifts them to be.
1 Corinthians 12:8 To one is given through the Spirit the utterance of wisdom, and to another the utterance of knowledge according to the same Spirit, 9 to another faith by the same Spirit, to another gifts of healing by the one Spirit, 10 to another the working of miracles, to another prophecy, to another the ability to distinguish between spirits, to another various kinds of tongues, to another the interpretation of tongues. 11 All these are empowered by one and the same Spirit, who apportions to each one individually as he wills.

I think anyone who can see into the future can be a prophet.
My mom was the first prophet i knew, she kept on telling me "if you do this,or do not do this, that will happen, or will not happen".
We can all say " it is going to rain " and we would be right, but when will it rain ?
There are false prophets, doom prophets, pos & neg prophets, prophets on answers !, basically anyone can be a prophet.
The spirit of prophecy makes one prophesy, there are many spirits, and the greatest one is God. Not anyone can be a prophet inspired by the spirit God, because in this case, the prophet has to know God.

prophets are circumstantial.
the time and place must be set for a prophet to arise - the public's psychological state has to be prepared to invest itself in one person to the degree such that they can be considered a prophet.
ie. buddha and jesus both came at times when their respective religions (judaism and hinduism) had become over-codified and ritualistic.
the same can be said of nazism - which arose at a time of serious frailty in the german state.
so while hitler, buddha, and jesus were all dynamic men, they were aided massively by their circumstances.
I'd say were just about ready for another one. maybe.
