Depends how many elected officials not only count votes but also are head of a campaign.
Depends if your brother is Governor, of a battle ground state.
Depends if the 5 to 4 vote tells you to stop counting.

The original meaning is one person one vote, a government by the people. Having a president, congress, senate and an electoral vote goes against true democracy and is actually a republic.

In modern terms democracy means one more powerful country conquers another weaker country and puts in place an interim government that then signs away many rights, leases and treaties to the more powerful nation. The more powerful nation asks the people to vote so that they become complicit in the new government and feel they have a say in what is going on, but if they vote for someone the more powerful nation does not like then that nation withholds vital funding and threatens military options to take back that nation and place their own leader in place. They then call this new government a democracy.

It means the people can elect anyone they want as a leader (by majority) so long as the leader supports US policy and will sell the resources of his/her country to US corporations. Otherwise, the CIA will kill the leader and install a dictator who will sell his country's resources to the US in exchange for a few million dollars or arms.
