You can take over the world ideologically or you can take it over by military force. The only problem is that you won't be able to keep it all for yourself. So, I suggest you not try to do that.
To take over the world ideologically, you have to have an idea that will sell. You have to convince everyone in the world that your idea is something to rally behind and support. To do that you have to have a way to engage people who wouldn't normally support you, you have to convince them that your ideas will be successful, and you have to help them do what they have to do to change their minds for whatever idea you have that is going to get them to support you.
That is how Hitler did it. He figured out what was wrong in Germany and he convinced the people that they had suffered enough. He found someone to blame. It was seniors, Gypsies, Jews, labor unions, the Catholic Church, the Lutheran Church, and he rallied the people around the notion that churches should be taxed. The German people supported Hitler in that endeavor. They blamed the Gypsies, they blamed the Jews, they blamed the Catholics, they blamed the labor unions. Then, when the German people were convinced by Hitler that it was those people who were to blame for the absolute misery of all the German people, he didn't have far to go to get the kids and the people behind him to anhilate the Jews, the Gypsies, the elderly, the retarded, the infirmed, the Catholics or anyone else.
He had done this by engaging the German people. When he did that, they cooperated with him, He converted them to the belief that It was all the Jews fault and that it was all the Gypsies fault, and it was all the Catholics fault and it was all the fault of the unions. He convinced Mussolini and Hirohito to help him. They convinced the Italian people and the Japanese people to help them.
The problem is, that when someone steps up to the plate with that kind of thinking, there are always other people who don't buy it. They just know from experience that if it sounds too good to be true, it probably isn't true. They stand up to that kind of "stinkin' thinkin'" even if they know that Hitler and Mussolini have the armies and the police and the German or Italian or Japanese people behind them.
So, I guess you can take over the world that way, or you can continue on with that thinking and raise armies to help you help the rest of the world see it your way.
The problem is that Hitler didn't live forever. So he couldn't keep Germany in his control. And he couldn't keep the military under his control. Neither could Hirohito and Mussolini. So, in effect, since they couldn't keep the world, why would they go through all the trouble to take it over?

Control the economics. We've entered a new era of world domination, and a lot of people don't recognize it yet. You don't take over the world with tanks and bombs any more, you just install a compliant government (with tanks and bombs as a last resort - see Iraq). Then you get what you really want; unfettered access to their natural resources and access to that country's populace to sell your stuff to. If you look into the days of colonization, that's what it was all about. Take over some place, drain their resources, and make them buy your stuff. We're doing it still, just usually without the messy military action. One way to accomplish this is to give lots of loans to small countries, and make them completely dependent on you - either because the leaders are corrupt, or because the country is truly impoverished, or both - and then threaten to take that money away if they don't do what you want. We control a LOT of countries that way. Also directly bribe officials. And kill those who can't be seduced. Ever see Syriana?

already been done by the saudis and whomever else controls the majority of the oil supply. They could shut the world down if they wanted to....to me that qualifies as haven taken the world over.

Suspected Israeli Spies Held by U.S.

WASHINGTON — Some 60 Israelis, who federal investigators have said are part of a long-running effort to spy on American government officials, are among the hundreds of foreigners detained since the Sept. 11 terror attacks, Fox News has learned.
The Israelis, a handful of whom are described as active Israeli military or intelligence operatives, have been detained on immigration charges or under the new Patriot Anti-Terrorism Law. Federal investigators said some of them failed polygraph questions inquiring about alleged surveillance activities against and in the United States.
There is indication the Israelis were involved in the Sept. 11 attacks, but investigators suspect that they may have gathered intelligence about the attacks in advance and not shared it.
A highly placed investigator told Fox News there are "tie-ins," but when asked for details flatly refused to describe them. "Evidence linking these Israelis to 9-11 is classified, I cannot tell you about evidence that has been gathered. It is classified information," the source said.
An Israeli Embassy spokesman offered categorical denials, and said any suggestion of Israelis spying on or in the United States is simply not true.
But Fox News has learned that one group of Israelis spotted in North Carolina recently is suspected of keeping an apartment in California to spy on a group of Arabs who the U.S. authorities are investigating for links to terrorism.
Numerous classified documents obtained by Fox News indicate that even prior to Sept. 11, as many as 140 other Israelis had been detained or arrested in a secretive and sprawling investigation into suspected espionage by Israelis in the United States.
Investigators from numerous government agencies are part of a working group that has been compiling evidence in the case since the mid-1990s. These documents detail hundreds of incidents in cities and towns across the country that investigators say quote "may well be an organized intelligence-gathering activity."
Investigators are focusing part of their efforts on Israelis who said they are art students from the University of Jerusalem or Bezalel Academy and repeatedly made contact with U.S. government personnel by saying they wanted to sell cheap art or handiwork.
Documents say they "targeted" and penetrated military bases, the Drug Enforcement Administration, the Federal Bureau of Investigations, dozens of government facilities and even secret offices and unlisted private homes of law enforcement and intelligence personnel.
Another part of the investigation has resulted in the detention and arrest of dozens of Israelis working at kiosks in American malls, where they had been selling toys called "Puzzlecar" and "Zoomcopter."
Investigators suspected a front. Shortly after the New York Times and Washington Post reported the detentions of Israelis on immigration charges last month, the carts began vanishing.
Why would Israelis spy in and on the United States?
A General Accounting Office investigation referred to Israel as Country A and said, "According to a U.S. intelligence agency, the government of country A conducts the most aggressive espionage operation against the U.S. of any U.S. ally."
A Defense Intelligence report said Israel has a "voracious appetite for information."
"The Israelis are motivated by strong survival instincts which dictate every facet of their political and economic policies," the DIA report said. "It aggressively collects military and industrial technology and the U.S. is a high priority target.
