size and height only give approx weights. is she athletic, or not matters too. but the only real test is BMI, body mass index. the female can be 25% fat and not be overweight. men are 6-12% BMI. can she pinch an inch anywhere? shes over weight or out of shape.
at 16 the peer pressure is on, but if shes overweight by BMI at 16 she will grow into herself..

well, I don't know about overweight...maybe a little "chunky" but it depends on her body type. Some people are just built bigger...besides height. Broad shoulders, wide ribs, big muscles...theres a million things that could make her weight a little higher, but dont necessarily mean she is fat.

Is it really any of your business??? Does this have some direct effect on you -- do you have to carry her around or something? If she doesn't look bad and has no health problems, what right does ANYONE have to say she's overweight?

Well, by your short and blunt description, I would be inclined to say she is.
However, she is rather tall, so by just losing 30-40 pounds she should be fine; very tall girls don't look well if they're too thin.

I think so, but I don't want to say so because I'm not totally sure. Go to http://www.seventeen.com to get her BMI. Also, if this friend is yourself, do the same thing and go to your doctor also.

Depends on where her weight is distributed. Is she vuluptuous? Does she have big breasts and long legs? Depends on the weight distribution
