when recieving an international sms what country is +3 from?

the sms i received is suposed to be from Russia however sms from Russia shows up as +7 the first 6 diggits from the number r +357992 from 11 digits in total what country could this be from???

DEPENDS
countries in Europe have code numbers with more than one digit
+33 France
+34 Spain etc.

Some have even three digits
+359 Bulgaria for instance
