I have found Southwest Airlines to provide the best fares, and you will travel more cheaply out of Midway Airport, rather than O'Hare.

It depends on when you buy the tickets and when you are traveling. If you are traveling anywhere in the range of June 1st - Late July, the airline tickets will skyrocket. If you are buying for September thru Late November, prices will be a little lower than they were earlier. Again all of December is an awful time to buy tickets, as prices are high. I suggest buying tickets in the off season and try expedia.com! Have a nice day, hope I helped!

P.S. Buy your ickets in the middle of the week, not on the weekends, they will be slightly cheaper!

The best way is to google "cheap airfare". A bunch of sites come up and I would check each one. There are lots of airlines that run specials so the "cheapest" airline one day, may not be the next.
