As mention above ad nauseum, hydrocodone is a narcotic pain reliever and cough suppressant. Meclizine is an anti-nausea, anti-vomitting, and anti-dizziness/vertigo medication.
Why use together? I have two theories.
One of the golden rules of medicine is as follows. You see a doctor for one problem and he gives you a pill. You go in the second day and complain about another problem that is side effect of the first drug and what does the doctor do.... Of course he gives you another pill to treat the side effect of the first medication. This rule I refer to as return business. So my first theory is that you have pain. The doctor gives you hydrocodone which can sometimes cause nausea and vomitting. Meclizine can be used to treat the nausea and vomitting.
My second theory is that you went to see the doctor because you have some respiratory tract infection that is causing you cough alot. The hydrocodone is given to you in a syrup form to suppress the cough. You are also complaining about severe dizziness of the vertigo-type which is probably related to the infection. The doctor gives you meclizine to help with the dizziness/vertigo.

It´s a pain killer.
Hydrocodone is an effective antitussive (anti-cough) agent, and as an opiate it is also an effective analgesic for mild to moderate pain control. Five mg of hydrocodone is equivalent to 30 mg of codeine when administered orally. Early comparisons concluded that hydrocodone and morphine were equipotent for pain control in humans. However, it is now considered that a dose of 15 mg (1/4 gr) of hydrocodone is equivalent to 10 mg (1/6 gr) of morphine. Hydrocodone is considered to be morphine-like in all respects.

Have you had a cold recently? I am not sure why they would use the 2 together except for a cold. (cough+ congestion)
Did you ask the Dr. who prescribed it?

I don't know actually. Maybe it is very light used glue? I have no idea. But my toilet paper is extra annoying! It just doesn't come off, so I end up ripping the whole thing! Blah! Edit:: If you lick it, the toilet paper will stick to your tongue.
