You need to study English first to perfect your grammar, punctuation and spelling (your question indicates you don't have that down yet). In order to be a writer, there's just no getting around this requirement! If you're still in school, pay attention in English class. If you've already graduated, look into creative writing courses at places like community colleges or "Free" University.

In the meantime, when you've got ideas, you've got to write them down. Practice with small scenes; the setup, the characters, the dialogue. Write, write, write, as much as you can. Write letters or email; start a blog! If you're looking to be a journalist, check out small, local papers first to see if they hire interns. If you want to write something more practical, technical writing is an excellent career. Talk to as many writers as you can to see how they broke into the business. Good luck!!

Live. By that I mean, experience everything you can, and let the world drive you insane. A lot of great writers were drunks. You might want to start drinking more, and get yourself thrown in prison. Engage in a knife fight. Meet people, and judge them miserably. Know the truth, live poignantly, and make your life like a storybook, where each day unfolds like the pages of a great novel. Don't be boring, and don't suck. Master your language. Be a genius. Breathe fire and chew through concrete (not literally). Be a wild man. Sleep around, and race a herd of buffalo. Bare your miserable, unworthy soul to the blind. Think of what you want to say about the world. Be very in touch with your emotions. Dig deep, and bring out monsters. Put your ideals together and express them by example through a starkly creative and original story. Write. Don't stop writing. Write in order to drive out the madness. Be a beast.

trust your heart! First, you need to know the technique! write what ever you want, get your ideas out! Don't worry about grammer or spelling just yet (although, make sure it's legible) that part of you is called the "Madman" or, the instinct in you. Edit your work! then go over it. Does this make sense? If I add this, would it work better, etc? Edit your Grammer and spelling mistakes. read it aloud, and ask for constructive critisim from friends or family. Find a publishing company near you, and tell them your idea, but please, wait until you are EXTREMLEY prepared. you may not need to have your whole story yet, but you don't want to go to the publisher and just have random ideas! it may take years to finish a book, but it will be worth it. I can't say too much, as I have yet to get a book published! I have been writing my story for 3 years now, and Have family that work in publishing.

Hey, I think crutnaker said it best. Read and write as much as you can---and have fun doing it!

Also, don't listen to people who say that you need to master English grammar before you start writing. Don't let that stop you. The best writers are not always the world's greatest grammarians. They make mistakes, take chances, and learn from it all along the way. So just keep reading and writing and you'll get there.

Two directions:

1) Read all the books you can (especially in the genres you want to write in). Learn from them what makes good writing and what doesn't.

2) Write, write, and then write some more.

I think it was Hemingway who advised something like this:
Write yesterday, write today and write tomorrow.
The only way you can get better at something is by doing it.
