If you go to microsofts web page, you can download a fresh version of IE. If the add/remove program has a bug in it, this is a good (and free) alternative to reinstalling the program.

It seems like your internet explorer program is damaged or some software is conflicting with it. To resolve the first, first try to re-install Internet explorer from "add or remove windows components" from "add or remove programs" using control panel. If that also does not work then go for some other browsers like Firefox , Opera
