Did these people actually create the works they are known for, or did they trade with an unknown people for them?

The deffinitely created their own work- it seems that they excelled in it for practical reasons. The Sythians were semi-nomadic people. The Romans active at the same time in history were investing in huge, lovely marble sculptures which could not be carried on horseback very easily. Since things of great value and beauty were more practical for the scythians when they could be moved easily they became quite good at small-scale precious metal working instead of large-scale art. They were not known for their painting or stone work- any time a whole culture acknowledges the value of one form of art over another virtuosity in that medium is easily obtained after a few generations.

They probably learned from previous peoples. It has been found that the Scythians imported gold from Greece, Asia, and areas North of the Black Sea intended for noblemen.
