She may be able to. She would do best if her parents knew what was going on. (Yeah, they might stop things, but that's life.)
I'm not going to lecture, but because of my job, I want to point out that in MOST states the age of consent is 16 and younger than the older person can be charged with some major crimes that stick with you THE REST of your life. You need to check your local laws to protect yourself and her.

HELL NO. You are a self centered little boy that wants to feel good for a few minutes and risk destroying her life. I don't care if you've been with her for over a year, having sex will most likely begin the process of a breakup. The odds are against you. At this point in your life, you are too stupid to make sound decisions. Your mind won't be fully developed until you are 30, and hers will happen when she's 25.
If you really cared about this little girl, you would wait 8-10 years. Wait several years until you know if this is the girl that you want to spend the rest of your life with. (If she is not, then you will only ruin her life.) Wait until you get married, both of you will be much happier, and the chances of the relationship lasting are much greater.
Birth control pills can fail. Condoms can fail. What happens if she gets pregnant? She gets the kid and you run away. Are you mentally capable of caring for a child? Can you financially take care of a child? or will your parents have to pay for your screw ups? Can you handle the stress of having a family? Can you provide a home for your girlfriend and a baby? It isn't as easy as your little mind thinks it is.
Take what little brains you have left out of your pants and put it back into your skull where it belongs.

Yes, she will be able to take it. Will she be able to obtain it? Maybe. But if you are asking because you are planning to use the pills only as a form of birth control, and as the only form of birth control, there are many things to research first. Condoms are a much better choice if this is something that the two of you truly feel the need to do.

I lost my virginity at 26 and I got married at 30 and yet I enjoyed my lifestyle...
