You might want to try this website. It does give the number that can call and they will send you an application. Just fill out and send back, however the waiting list is over a year long.

Yes. However, it is in areas that are not very desirable. maybe you should try Houston or Dallas. Actually, if you would move furthur north to say Chicago or Detroit I am sure that you can find something more to your liking. For some strange reason San Antonians seem to like people better when they pay their way instead of eating at the public trough.
