In my opinion - no. America has a free market system that allows any entrepeur to make business and I believe that it his right to change his business that best suits him. It is sad to see Americans lose their jobs to foreign competition but that is a risk and the government has all sorts of programs and grants that help people establish their own business.
A reason why one would want this sort of restriction would be a single market system where say one town relies on a single business to survive - such as corn farming. And if there is a plague and no corn then the city doesn't survive so a better legislation would prevent a single market system and encourage a diverse economy.

Why and who can be downsized would be a better restriction. Companies are downsizing so that jobs can be sent to India. People who are in their 50' s are being downsized, they can't collect a full pension after 20+ years in a company and it is very difficult to get a job in that age group, unless you are flipping burgers.
People give their lives to a company, working nights and weekends to get dumped just a few years before they can retire, to send jobs out of the country.
These are not manufacturing jobs or junk jobs no one wants, these are jobs that require college educations. In the long run it will hurt this country, the only jobs safe from offshoring are hands on jobs...carpenters, plumbers, nurses. WHy bother going to college. When these people want to bring the work back here because they realize off shoring is substandard there will be no one to take the jobs. Why go to college when you can't get a job in your chosen field.
All for a buck.

Obese people should be able to downsize whenever they da#n well please. They simply choose not to normalize.
