After the mafia hit man buries the victim in the foundation of a house, and then the FBI digs the victim up (thinking Hoffa here), then that would be considered as CONCRETE EVIDENCE.

Actually, that was a joke, don't take it seriously! I don't really know, but I have a suspicion that it has something to do with tangible evidence, or evidence the investigators can get their hands on.
