Meaning is more basic to humans. You will have a concept of what something means to you before you will understand it's verity. Truth is being forever unravelled. Meaning is the basis for uncovering the truth. Truth is basic, but it is our perception of that truth, however cognizant we may be of it, that supercedes the truth lain herein.

My understanding power is limited . as far as this question is concerned.Any how I am answering in my own way as understood by me.
When it comes to a question of telling the truth whether it is alright if you tell the truth though it may not reveal the real meaning of what is said.
I am reminded of the statement
There are three types of lies
The Lie, The Damn Lie &Statistics

That is why when taking oath in a court room they say
I shall tell the truth, the whole truth and nothing but the truth..

When a hunter in a forest is chasing a deer and asks a saint ,who never tells a lie , whether he saw any deer running that
way, the saint is permitted to tell a lie by saying NO or showing the opposite direction etc since he is telling a lie to save an animals life .(not a humans life!!!!!)

There is a famous concept in rendering justice
Hundred culprits can escape punishment but an innocent person should not be punished. So how to escape punishment?

There is proverb in TAMIL language relating to the agents/marriage brokers who used to bring the two sides together when people want marriages to take place within the same caste but none within the village was found suitable and hence help of brokers was sought.Marriage is considered to be such an important MUST in society and that every body must work positively towrads that and not be an obstacle or doubting Thomas. So it used to be said jocularly in reference to the brokers who always used to praise the boys qualities to the girls side and the girls quailities to the boys side , EVEN BY TELLING ONE THOUSAND LIES GET ONE MARRIAGE PERFORMED.

We know of the story of five blind persons each of whom touched one part of the elephants body and each one described the elephant based on the part he touched. Each one told the truth but the reality was different. Same way we may mean something but the truth may be different

The sanskrit couplet says
Good people think one thing and say the same thing and act on the same thing .(BY THOUGHT WORD DEED IT IS ALL SAME)
Bad people, think one thing, say a second(different) thing,and act
yet another different thing.

So from different angles meaning may be one truth may be another and truth may be one thing meaning may differ.

Truth is more basic than meaning because it exists regardless of any outside perceptions or observations. Truth is objective fact. Meaning, on the other hand, is perceived by the individual. Such value on anything is less concrete and subjective to the past experiences, thoughts, predispositon, etc. of the individual.

Truth, because if something is to have any meaning at all, there has to be something true about it that gives it meaning.
