Perhaps it will play a role in the areas directly affected by Hurricane Katrina, but it will probably only be a minor issue for the rest of the country. The country hasn't forgotten about the devastating hurricane, but other issues will play a much larger role (i.e., Iraq, immigration reform, congressional ethics, etc.)

No. The places hit were mostly democratic areas & would elect democrats no matter what the govt did. Mississippi got hit harder & they're pissed New Orleans got so much attention & help over them.
Iraq is less of an issue than people think. It effects turnout in democratic areas. So anti-war democrats that usually win by 60% will win by 70%. It doesn't effect heavily republican districts much. Disappointment by republicans in the lack of conservative behavior by republicans might cost 5% in turnout though. Some marginal toss-up races will slide democratic if things stay like they are now, but not enoug to take over congress. I'm very confident of that!!

If the city of New Orleans re-elected that mayor of theirs, then NO Katrina will not be a factor in any other election.

Not the event itself, but the effectiveness of the Dept. of Homeland Security and what the ultimate goal of the agency is will be an issue that comes up, I'm sure!!

Not for me...and probably not for many outside of New Orleans.
There are many more important worries than who will be there to help me in the event of a natural disaster.
