When one or more players are expell from a match, it means that during that game the team will play with less than 11 players, but for a new match the team will have all 11 players in the field, that is way there are 23 player in the roster (three of whom shall be goalkeepers),

They only get dismissed from the match in which they receive the card. At a later match those players can't play but the coach can put other players to fill their spots.
