After you possess it will you sell it, hoard it or share it with others? Or would we have to pay tolls to use it?

It depends entirely on how old you are. The younger you are, the easier it is to 'completely possess' a foreign language. For very young children, say around five or six years of age, it can happen in a couple of years. It is often found in homes where the parents speak different languages -- the child will grow up learning to speak one language to one parent, another language to the other parent, and a third language with friends outside the home, if neither parent is a native of the country where they live.
Humans are amazingly adaptable!

Expert linguists estimate that it takes seven to nine years to master a language. I'm very fortunate. I have lived in two foreign countries and have learned their languages. The first took me three years, the second only two. Yet, I've almost totally lost my ability to use the first foreign language, but am fluent enough in the second to be taken as a native in that language. If you really want to learn a foreign language well, go live in another country for a few years. It will polish your abilities in ways I can't describe and you'll get an education impossible to get from any college.

Honestly, it's not possible. I know that I don't "completely possess" the English language, my native language. I don't know every word, if that is what you mean. I imagine this takes much instruction and submersion - actually living where it is spoken all the time. It forces you to learn.
