it depends on the cleverness and wit of the snarky comment, i enjoy the banter with someone with intelligence who doesn't take it or themselves so seriously. most people that take it to it's most base level i just ignore, but not all.

What kind of relationship do you have with this person? If you know them well, then you can decide whether it would improve your relationship or damage it... Maybe they were having a bad day. Co-worker? Let it blow over. Relative? Tease them gently about it later. Friend? Blow it off. Some snotty person who gets kicks from embarrassing others and being evil? Lower the boom. Someone that you are paying for services? Be nice, and smile. Ask if there is a problem. If that doesn't get them straight, take it to their manager. Remember that two snarkys don't make a right, and don't always make you feel better.

Sure. Always say what you feel. Why not? Maybe you'll give them a laugh, make their day better and then they won't give anyone else a "snarky" answer. ( ?!! snarky??!)(That should be in the dictionary, hope you don't mind if I borrow it...lol)

Usually I get really loud and go "OKAY then!!" or "Right!" and people turn and look and if necessary I will add a smart *** comment but by then the snarky answerer is kind of embarassed bc most of them dont expect to have any retaliation.

I usually ignore the behaviour and walk away. They get the point. If it becomes a pattern or is pointedly mean I confront them in private and tell them how their behaviour makes me feel (They may not be aware how their behaviour affects others) If it continues i ignore them.
