Sometimes certain hairsprays can remove ink from clothing it may help with this. Your nail is fairly porous so the pen's ink may have penetrated the nail enamel and you may have to wait until it grows out or fades away with regular washing. Hope this has been of some help.

Rubbing alcohol will remove permanent ink from most non-porous surfaces -- I suppose it might work on your toenail.

Use rubbing alcohol or Purell. I am left handed and always getting permanent marker on my right hand. This ALWAYS works.
