His element is Ice, so stock up on fire. If you have any sleights that do fire damage, do them. Also, Vexen will sometimes use a sleight that will freeze you for a while. To avoid this, keep moving (but DO NOT ROLL) until a block of ice forms either on you, or on another part of the ground. I really reccomend Firaga Break, or Mega Flare. They do TONS of damage. Don't put too many attack cards in your deck. You can't attack him from the front.

As always, use a lot of Clouds. Omnislash is great for any enemy. Cross-Slash and Cross-Slash+ are good too.
