I don't even think a parent can choose a child.
I think a parent should be at least a couple of years older than the child.

If it's a custody situation between two biological parents who have new partners, I think they have to be like 11. If it's a total adoption situation, I think if they're old enough to talk, the judge will ask if they want to live with the people.

Most judges will allow a child's input from about 10 or 12 on. They at least consider it at that point.
