The reason people answer a question with a question is that they want to criticise the person asking the question. I hope that makes sense to you. There are those of us in civilisation who like to do nothing but poke fun at others in society. It totally is degrading to our well being. We need to look at things positively. Who needs someone giving us an question to our question. All we want is an answer or someones opinion to help whoever it is with our question asked in the first instance.

For a couple reasons:
1. The asker did not provide enough information to adequately answer the question
2. The answerer felt that the asker could think of the answer his or herself, and wanted them to use their brain.
